    Roll Call

    A. A meeting of the City of Medford Parking District Committee was called to order at 8:00 a.m., on the above date, in the Medford Urban Renewal Agency, Conference Room, 45 South Holly Street, by Chair Jim Smith, with the following Members and Staff in attendance:

    A. Parking Committee Minutes June 11, 2008

    It was moved, seconded and approved to accept the minutes of June 11, 2008 Parking Committee meeting.

    Court Report

    Staff reported that during the month of June 2008, 44 appeal letters were received out of 824 citations issued. The month of May 2008, 26 appeal letters were received out of 782 citations issued and during April 2008, 25 appeal letters were received, out of 945 citations issued.

    V.
    Correspondence

    A. Letter, dated May 5, 2008, from Trish Pelzel, re: Central A Lot #4 signage. Staff's response letter, dated June 17, 2008.

    The Municipal Court Judge forwarded a letter to the Agency from Ms. Pelzel regarding a citation received for parking in a reserved parking space without a permit. Ms. Pelzel wrote that she did not see the reserved signs.
    Staff reported that since the Agency had not received any previous complaints regarding Central A Lot #4 and this being the first complaint received, the Agency installed arrows on the "Reserved" signs to indicate the parameters for the reserved parking spaces.

    The letters were included in the agenda packet for informational purposes only.

    VI.
    Old Business

    A. Updates:

    A. Rogue Valley Transportation District (RVTD) Downtown Medford Bike Parking Facility

    Brian Rogers reported he researched the proposed and alternate Bike Shelter areas; he created a re-design, and presented it at a meeting with Paige Townsend, Ryan Pascoe, Jim Smith, and Agency Staff.

    Brian recommended that instead of eliminating parking spaces, his recommendation is to remove the existing bike rack, replace it with the new bike shelter, and add the second bike shelter across from the first. The recommended plan would allow the trees to remain where they are and only a few shrubs in the landscaped area would require relocating.

    Paige Townsend reported that Ryan Pascoe did a cost estimate of materials and supplies. Ryan would like to remove and replace the old concrete pad for safety factors. Paige and Ryan, as well as the Committee, are very pleased and agreeable to the re-design.

    Jim gave a special thank you to Brian for all his donated time in researching and creating a design. Committee members agreed and thanked Brian for all his efforts.

    It was moved, seconded and approved to recommend to the Agency Board to move forward on this matter.

    B. Alley Parking Permits language

    Staff reported that the alley parking permit language was discussed with the City Attorney. The City Attorney will set the language in ordinance format. Staff will review the language to confirm the language is correct for the purposes of alley parking permit usage in the downtown core.
    B. Four "Closed to Unauthorized Persons 11 PM to 6 AM" signs in Evergreen Parking Structure

    Staff stated that the signs were installed to deter unauthorized persons from utilizing the Parking Structure for illicit purposes.

    C. Evergreen Parking Structure's parking banner repair

    Staff reported that the parking banner at the Evergreen Parking Structure that was damaged by vandals has been repaired and re-installed.

    VII.
    New Business

    A. RCC Agreement for July 1, 2008 to June 30,
    2009 student parking lease permits

    1. Staff reported that the RCC student parking agreement between Rogue Community College and the City of Medford Downtown Parking District is effective July 1, 2008 through June 30, 2009.

    2. Staff reported that City of Medford Mayor Wheeler forwarded a letter, on June 26, 2008 to the Agency from RCC student, James Overmyer. Mr. Overmyer wrote a recommendation that the MDPD consider the possibility of a reduced cost student parking permit program.

    Staff responded to Mr. Overmyer on July 9, 2008, informing him that the reduced cost student parking permit program is already in place. RCC students may purchase discounted parking permits from RCC to park in the Evergreen Parking Structure on 8th and Fir Streets.

    Grant Lagorio stated that students are informed of available parking within the downtown parking district. RCC has posters throughout the college campus informing students of the parking options.

    Mark Millner suggested a link be placed on RCC's website where students can access downtown parking questions and answers including a map that lists the locations of parking lots and parking garages. It should include the information on student discount parking permits.

    VIII.
    Announcements

    A. Staff reported that the Agency has been corresponding with Friends of the Library regarding placement of book drop boxes and presented a location and solution that might be more beneficial for library patrons. The Agency proposes to convert the two 5-minute parking spaces currently used for book drop parking to a drive-thru book drop. This could be accomplished by widening the parking spaces from 9 feet to 11 feet; painting the appropriate directional trafficking signage and installation of the book drop boxes in the landscape planter area currently located near those parking spaces. The two parking spaces that would be reduced in size would be converted and designated as "Motorcycle Parking Only".

    It was moved, seconded and approved to forward the Agency's proposed recommendation to the Friends of the Library.

    B. Meredith Riebel, Manager, Action Parking Services introduced Jason Vidonic, recently hired Parking Enforcement Officer (PEO), to committee members. Jason will be on-call to cover for PEO's who are absent.

    C. Staff reported that a letter from Betsy Manuel, Manager, Heart of Medford Association (HMA), was received in the Agency office, expressing appreciation for Meredith Riebel and Action Parking Services, Inc. staff, for their participation during the Pear Blossom Fair event.

    D. Staff reported that the Agency received a thank you note from Marie Wells, wife of fallen Medford firefighter, John Wells, for the ease of parking during her husband's memorial service on April 30, 2008.

    E. Staff reported that the drawings for Evergreen Mixed-Use Streetscape Project are complete. The next step is for the plans to go to the City for approval. The Agency Downtown Design Committee will review the drawings at their next meeting.

    F. Staff reported that the N. Evergreen Way Parking, between Main Street north to 4th Street and South 8th to 10th Streets are being considered for a Farmer's Market. Attendees would be able to park in the Evergreen Parking Structure. A Grower's Market is currently held at the Armory on Thursday's.

    Mark Miller stated that the Market being at the Armory has a feel of not being inside Medford and it would be beneficial to merchants and visitors to bring it to downtown Medford. It would bring in more foot traffic to downtown. It would be an incentive to the Market's merchants to be able to park their vehicles and set up their tables and umbrellas in the same space and sell their merchandise.

    Mark Millner volunteered to do further research into the Market re-locating into downtown Medford and present a report at the next committee meeting.

    It was moved, seconded and approved to have Mark Millner research the possibility of re-locating the Market to Evergreen Way Parking.
