    I.
    Roll Call

    A. A meeting of the City of Medford Parking District Committee was called to order at 8:00 a.m., on the above date, in the Medford Urban Renewal Agency, Conference Room, 45 South Holly Street, by Chair Jim Smith, with the following Members and Staff in attendance:

    Minutes

    A. Parking Committee Minutes September 10, 2008

    Chair Jim Smith inquired whether there were any corrections or additions to the September 10, 2008 Parking Committee meeting minutes. Hearing no corrections or additions, Mr. Smith stated that the minutes stand approved as submitted.

    Communications from Audience

    There were none.

    Court Report

    The September Court Report was included in the agenda packet. Ms. Bostwick was not in attendance.

    V.
    Correspondence

    A. Staff letter to Senior Center, dated September 30, 2008, re: Installed signage at South Bear Creek Lot #2

    Staff reported that a "STOP" sign was reported missing and was replaced; in addition to two "SLOW" signs, one at the 8th Street entrance and the second sign off the Hawthorne entrance at South Bear Creek Lot #2.

    B. Email to City of Medford, Mayor Gary Wheeler, from Ms. D. Sproul, dated September 26, 2008, re: City Block Rule. Staff response letter, dated October 3, 2008

    Ms. Donna Sproul sent an email to City of Medford Mayor Wheeler regarding the City Block Rule. Ms. Sproul stated that, in her opinion, the no parking within the same day on the same block isn't logical, when a person conducting business in the downtown needs to make a return trip on the same day. As in her case, she parked on 6th Street while she conducted her business and returned hours later and parked on the same block and received a citation.

    George Schroeder inquired whether Ms. Sproul was issued a warning prior to receiving a citation.

    Meredith Riebel stated that since RCC/SOU classes have resumed, Action Parking has been issuing 20 to 30 City Block Rule warnings per day. Jim Smith commented that only three City Block Rule citations were issued in the month of September 2008.

    The Committee suggested that Action Parking continue issuing City Block warnings.

    News Articles

    A. Heart of Medford Association (HMA) newsletter article, September/October 2008, re: "Are you a participating merchant in the VOLUNTARY CUSTOMER PARKING VALIDATION PROGRAM? "

    The article states that the "Voluntary Customer Parking Validation" Program is available to participating merchants at the cost of $3 per validation. The validation is to be used for overtime parking citations only and can be purchased at the Action Parking, Inc. office at 14 N. Central Avenue, Suite 103.

    Jim Smith complimented HMA for their assistance in publishing and educating the downtown merchants regarding the Customer Validation Program.

    The article was included in the agenda packet for informational purposes only.

    VII.
    Old Business

    A. Update: Grower's Market

    Mark Millner stated that member's of the Grower's Market experience show that Evergreen Way would not be wide enough to accommodate their trailers and market stands. Mark stated that the Grower's Market members are still reviewing other options.

    Mark stated he would continue his efforts with the Grower's Market members.

    B. Update: Timed Parking on Central Avenue (38 Central) by Mark Millner and George Schroeder

    George Schroeder reported that a poll was conducted of area merchants on Central Avenue between Main and 6th Streets. The merchants polled are tied as to whether the timed parking in that location should be changed from 1-hour to 2-hours.

    Mark Millner recommended the 1-hour be changed to 2-hours. Mark stated that a common complaint is that the two 15-minute parking spaces in front of the Woolworth building should be changed to 2-hours. The two 15-minutes spaces were installed when Christian's Pharmacy was in that location. When Christian Pharmacy moved to the other side of Central Avenue, the two 15-minute signs remained and currently there is no need for them on the west side of Central.

    It was moved, seconded and approved to change the two 15-minute timed parking spaces on Central Avenue, in front of the Woolworth building, to 2-hours.

    Jim Smith requested that Meredith Riebel present a 1-hour and 2-hour breakdown on issued parking citations at the next Parking Committee meeting.

    Meredith stated that she currently generates a breakdown of the timed parking citations and will present it at the next Parking meeting.

    Jim Smith left at approximately 8:35 a.m.

    The Committee discussed conducting a trial of 2-hour timed parking on Central Avenue, between 6th and Main Streets.

    George Schroeder stated that the 2-hour trial would not include the two 15-minute timed parking spaces in front of Christian Pharmacy's new location.

    Brian Rogers suggested that in order to conserve costs, the Committee consider using a reflective sticker number 2 to be placed over the 1 in 1-hour. After the 'trial' period, the reflective stickers could be removed at little or no cost to the Downtown Parking District. Staff stated that the type of signage will depend on Public Work Department.

    It was moved, seconded and approved to conduct a six-month trial to change the 1-hour timed parking signage to 2-hours along Central Avenue, between 6th and Main Streets.

    C. Delivery and Emergency Repair alley permits

    Staff reported that the Alley Permit Task Force agreed that the ordinance language should include that businesses not be permitted to purchase alley permits as currently stated in the ordinance. The ordinance would be enforced and vehicles not adhering to the law would be subject to consequences.

    Mark Seus suggested removing the word 'delivery' from the ordinance. Delivery is established by turning hazard lights on or by active loading or unloading process.

    George Schroeder suggested that the Committee abolish the alley permit and change it to specify repair alley permit.

    It was moved, seconded and approved to abolish the alley permit, effective December 31, 2008.

    Staff stated that upon application accompanied by the prescribed fee, an 'Emergency Repair Alley' Permit entitles the driver of the commercial repair vehicle to stop in an alley while in the course of doing repairs for a business. An 'Emergency Repair Alley' permit may be issued to a contractor who would be conducting repairs or performing services to equipment such as heating/air conditioning, computer, elevator, fire alarm, plumbing, and electrical. The property obtaining the repair service must have an entrance or exit located in the alley. The permit would be restricted to commercial vehicles equipped with the necessary tools, materials and/or equipment for the described service or repair.

    The Parking Committee agreed the 'Emergency Repair' alley permit fee would be $10 a day and $25 a week.

    George Schroeder suggested to add that the 'Emergency Repair' alley permit good for 30 days and would be non-refundable.

    It was moved, seconded and approved to implement the Emergency Repair Alley Permit with the appropriate ordinance language. The new fee will be $10 per day or $25 per week and it would be non-refundable.

    D. Update: Intergovernmental Agreement: RVTD Bike Facility

    Staff reported that Paige Townsend, RVTD, is reviewing bids from local metal fabricators to build the bike facility. RVTD is looking into saving costs in building the facility and that by having a local company perform the work, it would be more cost effective.

    E. Update: Library drop box

    Staff reported that Rick Isner is currently drawing a to-scale diagram and that Judy Baalman is reviewing the IGA.

    F. Update: RCC staff permits

    Grant Lagorio stated that RCC requested twenty (20) additional staff permits for the Evergreen Parking Structure. Staff permits are $35 per month.

    Staff stated that the staff permits are a component of the Amendment to the Agreement that includes the discount student parking permits.

    It was moved, seconded and approved that Rogue Community College purchase an additional twenty (20) staff parking permits for use in the Evergreen Parking Structure.

    VIII.
    Announcements

    A. Bartlett Streetscape Project displaced business parking spaces

    Staff reported that due to the Bartlett Streetscape Project a couple of businesses' parking spaces have been displaced. The Agency created a temporary displaced parking pass which allows the business' vehicles to park in the Middleford Parking Structure. The businesses are very pleased with the Agency's assistance with the temporary relocation of parking accommodations.

    IX,
    Announcements

    1. George Schroeder commented regarding the new signage on the downtown sidewalks, "Bicycles and Skateboards Prohibited on Sidewalk". George stated that the City Public Works recently painted the signage.

    2. Grant Lagorio stated that vehicles are parking alongside the curb next to the Bear Creek Greenway path at the South Bear Creek Lot #2, thus creating a radius turn hazard and not allowing room for emergency vehicles to pass through.

    Staff will follow up on this matter and present an update at the next Committee meeting.

    3. Mark Millner mentioned the parking signs on Main Street state that there is no parking enforcement on Saturdays.

    Staff stated that the signage was made generic in case there would be the possibility of weekend parking enforcement in the future.
