A meeting of the Medford Urban Renewal Agency Board of Directors was called to order in Executive Session at 6:30 p.m., by Chair Gregory Yechout, on the above date, in the Medford Urban Renewal Agency Conference Room, with the following Members in attendance:

Roll Call
1.1 A meeting of the Medford Urban Renewal Agency Board of Directors was called to order in Open
Session at 7:10 p.m., in the Medford Urban Renewal Agency Conference Room, on the above date, by Chair Gregory Yechout, with the following Members and Staff in attendance:

Minutes
2.1 Minutes for the March 10, 2009 Medford Urban Renewal Agency Board Meeting were submitted.
Chair Greg Yechout inquired whether there were any corrections to the Medford Urban Renewal Agency Board Meeting Minutes of March 10, 2009. Hearing no corrections or additions, Mr. Yechout stated that the Minutes stand approved as submitted.

Communications from the Audience

IV.
Communications from Staff
4.1 Project Updates: Fir and 8th Streetscapes Project: Staff reported that the Agency will go out to bid in late May and award the contract in early June. Although the starting of this project is contingent on cash flow, the Agency anticipates completion of the project mid to late summer.
4.2 Heart of Medford Association Award: Staff reported that the Agency received an award from the Heart of Medford Association in recognition for the years of service to the Association.
4.3 Staff Training: Staff reported that Agency staff has completed three trainings over the past month: two parking webinars and one Management -- Skills for Administrative Personnel. Staff stated that future trainings are planned for Agency Staff.
4.4 Park(ing) Day 2009: Staff reported that the City of Medford Parks and Recreation Department will be participating in the PARK(ing) Day 2009. The event will be held on Friday, September 18, 2009. The event is a one-day global event to temporarily transform parking spaces in to "Park" spaces or temporary public parks. The Parks and Recreation Director, Brian Sjothun, requested the use of an area at the corner of Main and Fir Streets, at the Evergreen Development Site. This event is fully funded by the Parks and Recreation Department.
V.
Written Communication
5.1 thru 5.4 Written Communications: Staff reported that there were three articles from the Chamber Business Review and the Heart of Medford Association March/April newsletter were included in the Board agenda packet.
5.5 City of Medford Newsletter; April 2009, re: "Economic Stimulus Funding & Medford: Staff reported that the City has received notice from the Housing and Urban Development Department that it will be receiving an additional $166,000 in Community Development Block Grant Funding. Staff inquired of the City whether the Agency would be eligible for any of that funding. Staff was informed that the City has not been given regulations on how those funds must be spent. The Commission has discussed possible projects for the funds, however, there were no Agency projects being considered.
5.6 SOREDI Invitation: Staff reported that the SOREDI Development Campaign Kick-off invitation was included in the Board agenda packet. The event will be held on Wednesday, April 22, 2009 between 4:00 p.m. and 6:00 p.m. The event will be held at the RCC/SOU HEC Building in rooms 127-129.

Reports from Committee
7.1 Parking Committee
Staff reported that the Parking Committee meeting minutes for the March 11, 2009 meeting and the April 8, 2009 Agenda were included in the Board agenda packet.
7.1.1 Project Updates: Library Book Drop Boxes: Staff reported that the Library has applied for and received the necessary permits to complete the book drop box installation. The Library is currently reviewing prospective contractors and has a walking tour of the facility planned with the possible contractors for later this week.
RVTD Bicycle Parking Facility: Staff reported that RVTD has completed the installation of the covered bicycle parking facility at the corner of 9th and Front Street. The facility accommodates 14 bicycles. The funds to build the structure came from a Congestion Mitigation Air Quality Grant. RVTD has plans to install a second structure directly across the sidewalk from the current structure.
7.2 Marketing Committee
Staff reported that the Marketing Committee meeting minutes for the March 18, 2009 meeting was included in the Board Agenda packet.
VIII.
Business
8.1 Consideration of Resolution No. 09-03-04 authorizing participation in the Main Street Program's Oregon Transforming Downtown Program and designating a Medford Urban Renewal Agency official to represent the Agency on Heart of Medford's local downtown task force.
Staff reminded the board that at the last Board meeting, Ms. Betsy Manuel, HMA Director, had requested a letter of support for the Oregon Transforming Downtown Program and had also requested that a member of the Agency's Board serve as a Committee member on the HMA Transforming Main Street Committee. At that meeting the Board passed a motion approving the letter of support to be written. This resolution would authorize the Agency's participation in the Main Street Program's Oregon Transforming Downtown Program and designating a Medford Urban Renewal Agency official to represent the Agency on Heart of Medford's local downtown task force.
MOTION: It was moved by Claudette Moore to approve Resolution No. 09-03-04, authorizing the Agency participation in the Main Street Program's Oregon Transforming Downtown Program and designating the Executive Director as the Agency official. Chris Corcoran seconded the motion.
VOTE: The following Board members passed the motion with a unanimous affirmative vote: Claudette Moore, Chris Corcoran, Gregory Yechout, Joy Pelikan, and Bill Dames.
IX.
Comments from City Council Representatives
City Council Representative, Chris Corcoran, reported that there was an issue brought to his attention recently. He reported that he has observed two vendor carts located at Central and 8th Street and Central and 9th Street. The vendor located at Central and 8th Street has an extension cord strung out through the parking lot. Chris stated that the extension cord may cause a safety hazard; in fact, he noticed the cord because he tripped over it while walking to his vehicle. Chris was curious as to who gave permission to the vendors to park their carts on the sidewalk. Agency's staff stated that they would look into this further and would bring back an answer at the next Board meeting. Staff stated that they did not give permission to the vendors to park their carts on the corners that permission comes from the City.
