A. A meeting of the Medford Urban Renewal Agency Marketing Committee was called to order at 5:40 p.m., in the Agency Conference Room, 45 South Holly Street, by Chair Jerry Ehlers, with the following Members and Staff in attendance:

C. Winter Light Festival Video
Staff presented the Winter Light Festival and Tree Lighting Video. There was a brief discussion concerning the Winter Light Festival Tree Lighting. The Committee members agreed that the Festival should be kept in Vogel Plaza.

Minutes
A. Marketing Committee Minutes of October 20, 2004
It was moved, seconded and approved to accept the minutes of the October 20, 2004 Marketing Committee Meeting as presented.

Staff Reports
A. Winter Poster
Jerry Ehlers stated the Winter Posters were awesome and very vibrant. Staff and Committee members are proud of the work Passey Advertising has done with each poster. Staff reported the posters would be delivered to downtown merchants the week of November 22, 2004.
B. Website Update
The Downtown Medford Website software upgrade was performed in July of 2004. Carol Wedman, Special Projects Staff maintains the website.
John Norris inquired as to how many hits our website gets per week and from where? Staff will research and report their findings at the next Committee meeting.
C. Video: City of Canby
Staff showed the City of Canby?s marketing video. Randy Passey stated that if the Committee so desired, a video similar to the City of Canby video could be aired on access television. There is approximately 70 percent cable penetration. Staff suggested a video of downtown Medford could be made available at the Medford / Jackson County Chamber of Commerce and could be presented at speaking engagements. The Mail Tribune distributes to approximately 30,000. The Committee concluded that marketing money could be spent better on other means of advertising.
Staff reported that a recent security report stated approximately 200 to 300 cars are parked in Middleford Parking Facility on Friday and Saturday evenings.
Hannelore Rippel stated there needs to be security on the street downtown. Other Committee members agreed there should be a walking presence of police downtown.
The Committee discussed the donut video and having seven or eight businesses featured in the middle of the donut. MURA paid to have the donut made. Downtown merchants have not yet bought into the video. Randy Passey stated a co-op must be set-up, MURA structures the donut, and there must be guidelines. Staff will contact Passey Advertising and Mr. John Norris for a meeting concerning the donut video the week of November 22, 2004.
Due to time constraints, the Committee agreed to continue discussion of marketing downtown Medford, to a future meeting.
VII.
Unfinished Business
A. Saturday (Grower?s) Market: Report by Jerry Ehlers, Eric Maxwell, and Kurt Olsen
Mark Pound, Grower?s Market Manager, stated that he and Jerry Ehlers walked around downtown and discussed the feasibility of setting up the Grower?s Market on Bartlett Street. There is water hook-up and power accessibility.
The Grower?s and Crafter?s Market consists of 150 members, with approximately ninety active vendors during the peak period, and the low period consisting of approximately thirty active vendors, comprised of 60% growers and 40% crafters, each requiring a 10?x30? cubicle. The Grower?s Market seasons were March 11, 2004 through November 18 in 2004 and will be March 10 through November 17 in 2005. The Grower?s Market needs a commitment immediately, due to advertising. The Committee directed Staff to proceed with establishing the Grower?s Market downtown.
Hannelore Rippel stated she had spoken to customers and nearby business owners about a market and the feedback was very positive. Jerry Ehlers concurred that he did not hear any negativity from the people he talked to concerning the Saturday Grower?s Market.
Staff, along with Eric Maxwell, presented concepts of canvas coverings for a Bartlett Street area market. Some of the concepts were from California and others were from a local company.
B. Update: Wine and Walk Event
Bill Dames stated he had discussed the Wine and Walk Event with Judy Barr from Rogue Gallery and she was very receptive. Bill Dames and Hannelore Rippel stated they would work on the Wine and Walk Event. Bill will keep the Marketing Committee updated on the progress.
Staff suggested having a poster design contest for the Wine and Walk Event. The poster would be used the following year, sold, and the proceeds would pay for advertising the Event.
VIII.
New Business
A. Marketing Committee Applications / Recommendation to Board
There were currently three vacancies on the Marketing Committee. The vacancies had been advertised in the Mail Tribune. Four applications have been received for consideration by the Committee. The applications from Ms. Shannon Kincaid, Mr. Eric Maxwell, Ms. Lisa Ameijide, and Mr. Eric Dames were included in the Agenda packet. All applications meet all the requirements for membership on the Committee. Both Ms. Hannelore Rippel and Mr. Doug Bradley had been notified by letter that their Committee membership terms expire on January 31, 2005. An application for reappointment was included with the letter. Ms. Hannelore Rippel had returned her completed application for reappointment.
It was moved, seconded and approved to recommend to the MURA Board of Director?s Ms. Hannelore Rippel?s reappointment to the Marketing Committee.

B. Advertisement: Pro Bowlers Association Magazine
Staff reported the Pro Bowlers Association approached the Medford Urban Renewal Agency in helping advertise their event. Staff designed the cover for the magazine with the Downtown logo and designs of downtown activities.
C. Holiday Schedule
Consensus of the Marketing Committee was to proceed with the scheduled December 15, 2004 meeting.
