    I.
    Roll Call

    1.1 A meeting of the Medford Urban Renewal Agency Downtown Design Committee was called to order at 5:30 p.m., at 45 South Holly Street on the above date, by Dave Clemens, Chair, with the following Members, Staff, and Guests in attendance:

    II.
    New Business

    2.1 9th Street Pedestrian Bridge?Design Update.

    Mr. Iversen presented the proposed landscaped plans for the 9th Street Pedestrian Bridge. He noted that a portion of the plan was to be planted by citizen volunteers coordinated by RVCOG. The Committee directed staff to proceed with the development of construction documents.

    2.2 Evergreen Way?Design Update.

    Mr. Iversen presented the revised parking layout and alignment of Evergreen Way from 4th Street to 10th Street. Mr. Iversen noted that the purpose of the meeting was to review the parking layout and the roadway alignment only. He added that landscaping, paving material, street furniture, and art would be reviewed at a future meeting. Dave Clemmons asked if there were any concerns with shifting the parking to both sides of Evergreen Way. Mary Louise Doran stated she was concerned that switching the parking would cause the loss of parking. Mr. Iversen stated that 7 spaces would be lost on each block. Ms. Doran stated that she was not in favor of switching the parking, but if it was to be switched, she requested the curve in the middle area be shortened to reduce the total number of parking spaces lost. Jay Harland stated he was in favor of having the parking on both sides. Robert Seibert added that he was in favor of having parking on both sides with the creation of a paver plaza to replace the radius curves in each block. Mr. Seibert also requested a report from Medford Fire Department on switching the parking, as well as on fire hydrant locations. Mr. Harland requested that motorcycle parking be provided on each block. Mr. Harland and Mr. Seibert noted that curb bulb-outs and zebra-stripe crosswalks on the existing cross-streets would benefit pedestrians and slow traffic. David Douglass stated he was not in favor of parking on both sides due to the potential for delivery vehicles using Evergreen Way. Dorothy Meister stated she was in favor of parking on both sides. Mr. Clemmons asked if there was consensus on parking on both sides. The Committee agreed on the consensus and requested staff bring back a revised drawing at the next meeting addressing the stated concerns.


    2.3 Central Avenue North Streetscape.
    Mr. Iversen reported that construction documents have been submitted to the City of Medford for review. He added that a public meeting was held on January 9, 2004, many positive comments were received. Mr. Iversen reviewed the plans with the Committee and asked if there were any comments. There no comments and the Committee directed staff to proceed.


    III.
    Old Business

    3.1 Parking Structure No. 2.

    Mr. Iversen informed the committee that no significant changes had been made to the design since the Committee last reviewed it. Mr. Iversen stated that plans would be submitted to the City of Medford for review the following week. There were no comments from the Committee.

    Adjournment

    There being no further business, the meeting adjourned at 6:55 p.m.
